According to the most recent heritage statement, water ingress remains a major concern.

It has been said that wet mortar prevents localised repair and installing new woods in wet mortar will encourage deterioration and wet decay.

The primary challenge and constraint identified is drying the structure of the building.”

The proposal also includes localised chimney removals and repairs, repairs to structural stonework, and the replacement of old iron fittings.

On the list of remedial work, the roof parapets along the frontages on the south, west, and east are the top priority.

A downpipe on the roof was leaking and “saturating” surrounding timbers, masonry and brickwork.

In the supporting documents, it is stated that the “public benefits and heritage benefits” associated with the repairs outweigh the less-than-substantial harm done to the asset.

The proposed repairs will allow the town hall to remain vacant for longer, contributing to its regeneration and social and economic benefits. “The listed building will continue to be maintained and the long-term upkeep will be handled as a consequence.”

The report states that new areas in the building could reveal “additional faults not visible during visual inspection”.

The collapse of the construction company Carillion in 2018 delayed the reopening of the Town Hall as part of Phase Three of Vision Tameside.

The capital budget of the Council allocated 10 million pounds sterling for the renovations to the historic civic building.
